ebay buyer problem

So I have this buyer, in his info it says he lives in the United States but his address is in china, my auctions are only open to the US, how did he win? plus he hasn't paid yet and it's been over a week, can I just relist my item or is there a process that I have to go through

check with fee-bay, file a complaint.

I've had that happen but when they pay it comes up with a USA address. Usually California. You may want to wait for them to pay and see what the address is.

Alot of buyers use a drop-ship site in the US.
If it's been a week since the sale and no pay, I'd email the buyer and file a non-pay
if you don't get a satisfactory response.

I had a guy from China buy a typewriter from me, He had me ship it to California . I googled his name and he owned a antique shop in China . I'm guessing he would buy a lot of stuff on ebay & when he got a full pallet , it would be on the next cargo ship to china .
He gave me good feedback a few months later.

this guy has had this account since 2012 and has only had 11 people leave feedback, some of the feedback was own auction never paid. I've requested that they cancel it
