The shape seems right but the piece seems to flimsy.
The hole in that base is not correct either from my research. Also the shell is bent shaped at the bottom.
Any ideas. Did they make small horse bells like this?

I don't think it is a cuff-link. My first thought was 'button cover'. But the bend is really odd for one of those. I don't get how it would work.

It's pretty obvious something was attached or it was attached to something. I also thought 'watch chain hook'. But again the bend is really odd... :dontknow:
