Error Coin?

I can't tell if this 1970 quarter has an error on the top or if it is just banged up, appreciate your help, thanks.

looks like a cut on the neck as well.....like pinched in some hedge clippers of something similar.....damage, I'd say...

Could just be damage, but that doesn't mean it is. If you could get a better picture with more light it would help. The gouge looks either stamped into the coin, or just worn down over time. See if you can't get a better pic.
