F. Heap medal??

I know of the city it's from but can't tell what this could be. Medal, key fob, dog tag if you have any ideas please post. I believe it may be a persons name but that's all I can guess. Also seems to be nickel plated unless the silver is highly tarnished.Thanks

ID tag maybe issued by insurer. I have found rectangle ones.
