Fancy Rein Guide?

I found this last week and thought it was just a broken rein guide until I cleaned it up. If it is one, it's the fanciest rein guide I have seen. I don't think the loop is broke except for one tip.

PS, this type was never a full loop (closed), it arched over each other (open), so the strap could slip in but not out.

Some of these don't change much over time, but I would say late 19th C.
