Do they have "facsimile" printed on the back? To me they look like what we call "filler" stamps that are sold as collection place holders for very expensive stamps. They appear to be in very good shape, which would tend to imply they are very new.

They also could be fakes that were marked by someone who was grading them. Its every dealer/collector's obligation to deface fakes when they find them to prevent propagation.
