Looks more like it would be used for splitting than for cutting.

I think it is a homemade hookaroon, alot of oldtimers would make them out of old axes we call them tie picks around here, used to pull flethes and lumber from sawmill rollers, move logs around and what ever else came up. you can buy them new ,just look up Hookaroon. Another use for the same style is a dogging hammer, used to drive skidding dogs into logs ,and the pointed end to pry the dogs loose.

That looks like a half of a pick head axe head. A "Rookie Firefighter" must have broke this. They could break most anything. Lol Nice find. Pick head axes were widely used in Fire Dept.'s and still used today.
 
Turns out Sawmill Man hit the nail on the head. This is an early style, hand forged, logging Hookaroon, Pickaroon or Picaroon head. Well what do you know, my first pickaroon! Has all the indentations of being hand forged and I can not find any makers mark.
