As mentioned it's a Chinese coin, it's is one similar to one of the two at the following links if I'm not mistaken from 1912-1913, both appear to be very similar coins but both aren't posted as the same value, the main difference I see is the characters on the "bottom"(actually it's the top as minted) of the side without the circles, even the "100 Cash" coins from the same years look the same except the one difference but your coin is too damaged to see what those characters look like to determine the "cash" value.
Edit: Doing some further searching these coins are of different sizes, if you could post the size then the "cash" value can be determined.

Looking at the 四川 sichuan characters and their stroke style it appears to be from the first year. The examples off the above ebay listings have different stroke styles to the one you have discovered. It also appears to be a 50 cash coin but it's hard to tell as the bottom area is very dark and all I can make out is 十 (shi) which means 10.
Here is an example that I think matches yours. It's a 50 cash coin from a chinese auction.

I would guess it's a minting problem or covered by the black corrosion or a combo of both. I also showed other cases on the coin where the circles have faded or not there. Including a Chinese character.
