Flag pole top?

I found this at a colonial foundation yesterday that dates back to the early 1700's. it's brass and pretty heavy. It also has 2 holes on the bottom across from each other like it attached to a pole. Any thoughts?

Looks a little like a hame from a horse harness, but most I have seen are curved. Could be a variation.
