Fossil or ??? Mystery Rock

This looks to be a rock made mostly of magnetite as it will stick to a magnet and has outside texture of. The mystery are the oval pieces that share same shape and dark middle and appear to be overlapping pieces. The density of this is 3.0 - enclosed are some pics and close ups
