Thanks for taking the time. I wondered if it were a fishing weight but saw there were no eyes as it was shaped more like a phone. But saying it's a twist on fishing weight makes sense. Thanks for everyone's response. You guys are awesome!

I think it may have dirt clogged eyes on each end.
