🔎 UNIDENTIFIED Found near a foundation in South Central PA. Any ideas?

This was found by a foundation in the woods in south central Pennsylvania. It almost looks like it's the cover to an old lock but the bar on top perplexes me. It's made of iron and I provided tape measure measurements for you. Anybody have any guesses?
