Found on Galveston Beach- part of a ship? Indian Phallic Pestle?

I found this on the beach almost 50 years ago near Galveston, Tx. I am thinking it is possibly a phallic pestle, but I am not quite sure. I also am having trouble determining if it is stone or fossilized wood. Thanks for helping me solve this old family mystery!
