Found tags on colonial sites?

I found these 3 items that I think are tags on two colonial sites since March. I was wondering if anyone knew what they are?
I was thinking a way to track something. A nail hole for each days work?

they remind me of heel plates but i have never seen hole patterns like that on one

I searched some sites but no luck. But they do favor heel plates. Congrats, nice finds.

They appear to be military "scales" used on different types of headgear. Too small for heel plates. They would have been sewn on.

I like this example, since a few are coming off so that you can see them. Not too much later I think (correct me if I’m wrong) that these straps were actually one-piece construction that just looked like individual scales.
