Found this clock what is it and how much is it worth

Um it's a pendulum clock, worth about a jar of $2 bills

it is a schoolhouse regulator clock. does not look that old. can not see the picture clear, Is it hand wound or is it quartz? does it chime? cheep ones start at 20 bucks and go up into thousands from there....
