Copper? I'm thinking it's the end of a roll of copper tubing, they come sealed like that to keep dirt out and the ends are cut off to solder them into whatever they are being used for. Could also be the cut off end of a heat sensor from an old boiler, and they also have fittings for PEX tubing that are closed like that.
