I've seen something like that before . I think they call it Mosaic - possibly Italian . What ever it is it's a nice find .

I found it at the base of a tree in northern Florida while I was visiting a friend. The topsoil there is pretty much sand and it was about 4 inches down.

Okay, follow me here:
Clean it up, get the crud off it - BE CAREFUL - and then coat it in shellac.

Thats the time honored way to do such things.

A buddy of mine started to wash it off with water which is when he realized it started falling apart thats why the top is missing its tiles...

Alright, lets not use water!
Try a stiff bristled toothbrush, DRY and BE CAREFUL. Then maybe a little picking with a toothpick. rub the metal with a little 0000 steel. Then, when you get it clean enough, coat it in shellac and display proudly

That's Italian Mosaic. Be very careful cleaning it as the piece is very delicate. My EX-wife loved that stuff. There is no cement in between the stones. That piece should be looked at by an antique dealer who is trustworthy (good luck). :) If it's really old, most every different color will be a single stone. even tiny spots you think would be impossible to cut and place are individual. Ever since I've been on treasure net I've been waiting on a mosaic piece. Punch your buddy in the face and tell him to find all those tiles and take them to a reputable jeweler to be replaced. then go sift that hole with 1/16 screen wire.
Awesome find!!!

Missing too many stones to be worth anything value wise. Just part of a pendant or necklace. Repair wise not worth fooling with. Just to keep for display . Very hard to find an old one that has not been damaged due to the many stones used.
Nice find!
