Seems to be copper or brass but very corroded might open but not sure no hinge visible

Pretty sure what you found is a lead seal. The wires coming out of the side were for attachment.

seems large for a seal.If its weight indicates that it is hollow I'm going with pill/stamp box pendant...like these...

not sure if it was a pendant or keychain fob or exactly what it was used for, but yes it will open. it should have part that swings out from the side. I have an identical one around here somewhere that I found in some junk at a garage sale back when I was kid.
