Not a clue what it is. Any ideas? First thought was small candlestick, but the six tiny holes in the base make me think not.

Kind of looks like a flag holder. Maybe like the ones that stand straight up in a courtroom?
Another thing is it looks like red brass, which could make it marine(boat) related. Is it non magnetic(brass)?
