Size? Looks like a 1950's toy part, a rocket maybe. Is the inside of the opening threaded?
 

It looks like it's made of stainless steel and does not appear to be a very old item to me.

Knob / handle from an ole Art Deco Period faucet...

They made some weird stuff back then... here is an example of what i am thinking...

I cannot tell size from the photo and OP did not state the size... and only 1 picture... which is always not very "telling"...

For future.... always take / post multiple pictures of all angles.
