that "buckle" is a hem weight I believe... used in women's dresses to hold them down. Also heard curtains have them. Maybe 1900s to the 20s? Not entirely confident tho

Hem weight for sure, the dating would be closer to the early 20th century. Nice other recovery's made also, here's another reference on the token.
