Funny coin "New Penny"

New guy here...
Found this coin at a fairground. The back is totally worn with no recognizable markings...
the top reads "new penny"
then there is a crown
the bottom has the fraction "1/2"

It is sitting next to my only silver dime find in the photo for size comparison.
Any ideas on
1: what it is
2: best way to clean it

Use a rock tumbler for the rest of my coin finds...
