Another possibility is the Georgia Power Company.

It was formed in 1902 as the “Georgia Railway and Power Company” running the trolley-bus system in Atlanta and with franchises for supplying steam, electricity and gas for the city. The company was chartered as the “Georgia Power Company” in 1908, expanding its operations to become state-wide. There then followed three further related companies with the same name through to 1938 arising from various acquisitions, mergers, consolidations and divestments. They got out of the gas business in 1929 and divested their bus business in 1961 to concentrate on electricity supply and now operate as “Georgia Power”.

Looks like an aluminum electric meter T seal. They were used on meter sockets and retaining rings before being replaced by the numbered plastic seals used today. However, they are still used on the housing covers of modern smart meters themselves.
