The notice makes reference to ‘Eisenbahn-Bau-u. Betriebsordnung’ (Ordinance on the Construction and Operation of Railways), also known in Germany as ‘EBO’. These orders are enacted into German law by the Federal Ministry of Transport based on an enabling act through the ‘Allgemeinen Eisenbahngesetz’ (General Railway Act) first issued on 29th March 1951.

So, it will be from sometime between 1951 and the replacement of the Deutsche Mark by the Euro in 1999.
