Ehrenbürger means "honorary citizen"
Marchen means "fairy tale"
Stade is a city in Germany near Hamburg
Liliput refers to many possibilities that I could find:
Lilliput (two lls) is of course the Gulliver's Travels reference
Liliput pistol, a tiny 4.25 mm pistol or its cartridge.
Liliput (model trains), an Austrian company (now Bachmann).

Looks like an honorary citizen award for a fictional ( toy model) town, possibly in Stade, Germany...
Just a guess...

I'm having a little trouble with the German, but I think Marchenstadt Liliput was a circus of "little people" from Berlin before WWII.

Your item would be a novelty souvenir from the circus. Could be quite valuable.
