It is an award for a singing contest in Oberhausen.

Meine Deutsche ist nicht gut, but maybe it is for "Best vocals"? Gesangverein = vocals and Frohsinn = gleeful, cheerful...

In a nutshell:

In 1883 a singing club or choir called "Frohsinn" [cheerfulness] in Oberhausen hosted a singing competition.

The singing club or choir called Cäcilia from Sterkrade won the medal in your possesion for "outstanding achievements".

Cäcilia still seems to exist as "MGV Cäcilia 1853 Sterkrade e.V."

Huh! An event like that could have been where the Von Trapp's got their start.? Looks like it may have been made from an old silver coin like a love token is.?
