✅ SOLVED Glass / plated Copper item

I found this near a late 1800s / early 1900s site with a lot of railroad activity in upstate NY. I think it's some type of decorative insignia that was worn on a strap ? Possibly by a horse ? Any help with an ID is appreciated. It's a 1 1/2" diameter
