In a very similarly related story of the relative area, there in the Wichita's:
Jesse & some of his fellow outlaws likely got back there, after they stashed
gold in the ravine approx. 5 mi. west of Apache, on north side if the Wichita's,
during the March 1876 blizzard they endured. Story was told by one of the old
outlaws, that they had taken from the pack train in Chihuahua Mexico. That's
likely where those gold bars came from, that pipeline workers unknowingly
dug up there in the Wichita's, in another location, where Joe Hunter had
used the map acquired, got that close, but then had overlooked one of
the most important last major clues that Okietreasurehunter spotted,
in Joe's own black/white photo, to where Jesse had possibly moved
at least part of the original 18 jack loads of Mexican gold bullion,
from the story related contract treasure pact of the brass kettle.
Talk about illegal border crossing, & hostile raid of neighboring people's assets?

No wonder that whole area, is either a wildlife refuge, or ammunition & military base.
