I found this a few days ago and thought it was early 1900s. Turns out these were religious medallions made during the XVI-XVII centuries

It is Saint Ignatius of Loyola and Saint Francis Xavier. Wish coins cleaned up this good. They were both canonized in 1622

It is legal and the is not run by the Mafia. Those are all rumors.
