Harley Davidson metal die press stamp of some sort - need help!

Found this at a flea market today. It looks like some sort of die for pressing leather or metal? Just under 3 3/4" tall , 1 1/2" wide, 2/5" thick with the Eagle itself about 2" tall and the piece is rather heavy. Any thoughts on exactly what it is? Value? Is it legal to sell?

From the thickness, it looks like it would be used in a hot stamp machine.
 

I agree with Gib. Used in a hot press for marking plastic or leather. It looks like it's brass so it wouldn't be used to mark metals.

It's worth something because it's Harley Davidson and it's a pretty obscure object. It'll be worth a lot more if it cleans up and that's not corrosion or damage that I'm looking at on the left (facing at) wing.
