Hawaii Laws on Metal Detecting

What are Hawaii State laws for metal detecting? As of right now the only solid information i've found is a Hawaii State pamphlet for beach parks which says only on sandy beaches. I watched a youtube video of a Hawaii hunter who says state parks are also okay to hunt. Can anyone confirm this?
