My two cents worth. The threaded end with the hole is "exactly" like the fill hole plug for an old drip oiler. The flange above the threads is the seal. The hole is for a keeper wire so you won't lose the plug. But in my many years of using drip oilers I have never seen one a butterfly grip. I do believe it was a plug for something?
