HELP I.D.,I Thought it was a themometer BUT...

Hell everybody!!!,
I recently picked this item up,It appeared to be a themometer but it is not,At least not one i have ever came across!
The white you see besides the obvious glare looks to be a polisher of some kind,A paste hardened.It is a SOLID piece of brass with some notches in it.Obviously i unscrewed the "cover plate" that look's similar to a themom./barometer.
Could this just have been just a decrotive peice? If so kinda weird medium huh??
Well ANY help that could be provided will be greatly appreciated!!!

It appears to be old,How old not sure but if i was to guess,Based on # font i'd say 1910-30 max.And like before i can be WRONG,Very wrong! ha ha

It's missing thermometer. It was Celsius not Fahrenheit.

I agree with Rick, it's a thermometer scale, missing the thermometer.

Sounds good,Thats what i thought!!! the peice is SOLID no place to put a themometer!!! A peice of glass would not "set" into tube after plate is removed,I thought i was going to see a broken glass insert BUT this is solid brass w/NO inset to place themometer...top left side of plate has an F,other side an R AT TOP...What is the celsius/fahrenhiet comment about? THANKS FOR INPUT..HH ALL!!!
