Help identify this painting.

Hello, I bought this painting on a sale for aprx 10 euro's. But I can't figure out the signing. I think this piece is arround the '30's, the great depression. Because you see people sitting on the street drinking alone, probably drunk. On the sign above the shop there's written "Vins". French for wines. Any help would be welcome.
