Found at a new site on my lunch break. Maybe part of a military toy vehicle? Maybe a leg to a toy structure?
Wow. That’s a real stumper. All I can say is that the “keyhole” appears to be for mounting it to a wall, etc by hanging on a nail or screw head. If so, that helps dictate which end should be the top. Good luck 🍀 I hope you get a solution

it looks like one of those die cast toys to me. like a toy train one. That small rod part going perpendicular into the circle part. reminds me of a train wheel a lot. good luck.

I can see that now, the rod that would move to the front wheel , thanks for the chime in, Blackfoot made a point about the nail hole?

The key hole may also have been a method to attach the top to the bottom of a toy/item.
