I really can't ID any rocks here. You gave no location also. A broken sample may work. All I can see is outcrops or cliff faces covered with dirt and vegetation.

I'm going out on a limb here and going to say sandstone, clay and limestone percolating through rock and producing something similar to a stalagmite can't remember the proper name.
