Help on identifying old metal tag...."PICTURES ADDED"

I found this tag that has been broken. Its round, metal, about 3/4, has a hole, and on one side it says NO PARCELS CHECKED NOT TO EXCEED $10.00 The other side says 'American' something on it. On that side in the middle it has a series of letters and numbers. My card reader on my computer is broke so I cant post a picture right now. sorry. Any help would be appreciated.

Maybe a hatcheck room receipt, noting what it wont accept (parcels) then stating it's limit of liability in the event of damage or loss.
Looking forward to seeing a pic.

it appears to be a baggage claim.i have a few that say the same thing.mine are all r.r tags though.
