Help on identifying - saddle/harness piece

Found this over Memorial Day weekend in a area where there was a small Civil War camp -Confederate (no fighting) - of course was also a farm. Any chance this could be military or is it just a civilian harness piece? Thoughts? Advice on cleaning it up a little?

Yes... sorry I should have been clearer... I grew up on a farm in Montana - all too familier with tack. Question is Civilian or military?

US Military ones had US-marked "accouterment emblems" (as you see in a photo below), and the ones on your find have a civilian design/emblem, so it is definitely not US Military.

I agree with Austin, it is most likely from a latter-1800s to early-1900s buggy harness. See the other photos and diagram below.
