It is possible that they are trace fossils--Preserved tracks, trails, and burrows of animals in the substrate.

A clearer pic would be nice, but from what I can see it looks to be either a plant, or a preserved burrow or something similar at the previous commenter pointed out.

I agree. This appears to be a trace fossil -- an ichnofossil, perhaps a fodichnia.
