Help to identify old copper

Diameter is about 1.8cm and the coin is very thin.

It looks like it has "16" written across the top and just below that it possibly "PARIS." At least this is what I can make out of it. Plus there seems to be some lettering which starts at the 8 o'clock position and goes counterclockwise around the bottom. The other side of the coin is worn even worse so I cannot get any detail from it.

Any ideas? I tried to do some research but with no luck. Thanks.

Possibly some souvenir type token or key chain ornament that has lost it's mount ring! Does not appear to be a coin of any kind.

It is not copper
 

I think that may be from a shotgun shell. This isn't exact but you can see the similarity-
