Help with broken Pulse Star 2

Hi all, I recently acquired a pulse star 2 that doesn't power on. Also will not charge battery. Batt full light comes on every time. I pulled apart and looked for obvious burns or bad components but nothing jumped out. Battery is good and I have external charger for it. Does anyone know who can work on this piece? I have sent several emails to info@tb-electronic.de with no response. Also Kelleyco said they don't work on these.
