Help with buckle ID

Long time lurker here but I'm posting for a friend. He found this buckle today in Southeastern Connecticut and we're trying to ID it.

Possibly British, Canadian, maybe even CSA? Any help would be most appreciated!

I am pretty sure that is post Civil War, as they had heavier,solid belt loops instead of split wire loops.
