Buckle ID Request

Hello Forum,

I found this buckle tonight, but I’m not sure what I’ve found. Initially I thought maybe it was a war of 1812 buckle. Now after some light cleaning I’m not so sure. Any help to ID this would be really helpful. Thanks for looking!

very cool, looks old and does kind of look like the Polish Falcon.

It's not an Heraldic eagle so could be from a European country, anywhere from Finland to to some central European countries. Russia and surrounding countries had a twin headed eagle. OR, it could be just decorative! Bottom line....it's very cool!
