That’s Dionysus, the god of wine with his elder companion and tutor Silenus on one side and then the two of them, drunk, riding on a sheep supported by two satyrs on the other. That would be Greek mythology, with the Roman equivalents being Bacchus and Silvanus.

This design originated with Minton c.1831 but yours is a later copy from some other pottery. I don’t know the ‘GE’ mark off-hand, but it’s a poor quality copy and with poor definition. This is an original Minton (stoneware) piece, with a cursive ‘M’ on the bottom as the mark.
