help with tag i found

Says 1917-18 m.g.&f inter-state 679 com....I tried google and couldnt find anything. Help please!!!!

That was my best guess as well. Maybe a licence tag for a hunting trap?
I note that there is writing circling the hole hole in it as well, and although it's probably just the tag makers info it may be useful to include in searches for like items, if it could be made to be legible.
