Help with watch find jostens

Found a jostens 25 year service state of California watch carved gold color watch face of capital and other California items anyone tell me if it is gold

You would hope 25 years of service would be appreciated with a gold watch. You'll get better responses if you posted some good detailed photos of it.

Gold or not, that is a very unique looking watch. What's the back look like? Does it work?

Has jostens stamped on it I have not tried to get it to work yet will take to jewelr to have checked out
