It reminds me of a washing washing machine agitator. I see what looks like counter weighs. I habe also seen something like used in conjunction with a John Deere Gator side by side clutch. Could you post some clear photos of the base, top, and the levers on the sede or what look like fins or counter weights (use something to pull/deploy them out if their not spring loaded).
