Saltwater? You need a Multi-frequency or Pulse Induction machine.
 

Double check your connections, a few years back I solved a similar trouble shooting problem by just tightening the cord from my coil to the control box as well as my headphone connection cord to the control box.

The least expensive multi-frequency machine is the Minelab Equinox 600. Pulse induction would be a Whites Dual Field. What machine are you using now?
 

If you hunt in strictly fresh water, there's plenty of water proof options.
Saltwater can be tricky though, depending on the type of detector that you use.
 

My $329 Tesoro Cibola works in salt water. Tesoro is out of business now but they made some good machines. A lot of machines will work in salt water with reduced sensitivity. Try going to a local dealer. Prices are all over the place for machines.

For fresh water the possibilities are greater.
