Hey Everyone! Please Help identify shears.

I found these shears/snips at a permission site dated 1700s-early. Located on an old stage coach road. Many things found here. But very interested in these markings. If you know anything about them let me know. Thanks in advance

They look like Wiss style sheet metal shears. The hex nut at the hinge and being of cast steel puts them post 1850.

Some of the letters could have been the owners mark. Guys in construction and maintenence usually mark their personal tools.
