Looks to be possibly be some sort of pulley or dampener from an engine maybe. Honestly, it looks like a harmonic balancer (sp).

Looks like a pipe flange, but the opposite of the rust, why is it so clean where the flange lip would be. It looks like something is broken off. Thanks marion

It appears to have a bronze bushing inserted from that side.

Where was it found? That might give us a clue. It's not a drive hub (no splines or keyway), so, it appears to be something that spun on a shaft. Maybe had a gear attached?
